Throwback to "Scaling Up Digital Investment 2025"

A milestone in EU–Vietnam digital cooperatio

On October 21, 2025, the “Scaling Up Digital Investment 2025” forum took place in Ho Chi Minh City, gathering over 450 participants, 40 speakers, and 5 strategic panel discussions, all united by one shared goal: to boost digital investment for sustainable, inclusive, and trusted growth.

A strong signal for the EU–Vietnam digital partnership

The opening session, rich in institutional perspectives, featured high-level representatives from both the Government of Vietnam and the European Union:

  • H.E. Julien Guerrier, Ambassador of the European Union to Vietnam
  • Mr. Bùi Thế Duy, Deputy Minister, Ministry of Science and Technology
  • Mr. Nguyễn Lộc Hà, Vice Chairman, People’s Committee of Ho Chi Minh City
  • Mr. Gonzalo Serrano de la Rosa, Head of Cooperation, EU Delegation to Vietnam

Their remarks underscored a shared ambition to deepen bilateral digital cooperation, positioning Vietnam as a key player in regional and global digital transformation.
As Ambassador Julien Guerrier stated, “Digital technology is a powerful lever for innovation, green growth, and stronger cooperation between the European Union and Vietnam.”

Strategic exchanges on the technologies shaping tomorrow

Throughout the day, five thematic sessions addressed the major challenges and opportunities of the digital era:

  • 5G/6G and digital infrastructure: Exploring how next-generation technologies will drive cross-border connectivity and the development of smart cities.
  • Semiconductors: Highlighting Vietnam’s growing role as a strategic link in global supply chains and its collaboration with Europe’s research, training, and production ecosystem.
  • Space technologies and Artificial Intelligence: Featuring experts from Thales, Kineis, Vegastar, and the National Remote Sensing Department (Ministry of Agriculture and Environment), who showcased innovative solutions such as IoT satellites and digital twins for sustainable urban planning, natural resource management, and climate risk prevention.
  • Digital Public Infrastructure (DPI): Focusing on building a secure and inclusive digital foundation that ensures trust, transparency, and interoperability between public and private actors.
  • Enterprise digitalisation: Emphasizing the dual digital and green transition, integrating new technologies to support renewable energy, circular economy, and carbon traceability initiatives.

These panels demonstrated the vitality of the EU–Vietnam digital partnership and the convergence of visions for a responsible, innovation-driven digital future.

In conclusion

“Scaling Up Digital Investment 2025” served as a genuine public–private dialogue platform, fostering connections between policymakers, technology companies, experts, and institutions.
