Post-Typhoon Yagi Recovery with Action Education

Typhoon Yagi, which occurred in September 2024, had severe economic, social, and environmental consequences in several mountainous provinces of Northern Vietnam, particularly in Lao Cai and Hoa Binh. The typhoon damaged infrastructure and impacted community health.

In Lao Cai province, the disaster resulted in 201 deaths, damaged 10,414 homes, and caused heavy losses to agricultural land, livestock, and infrastructure—including roads, power grids, healthcare facilities, and schools.

In response to this emergency, the Action Education team from the Gender Equality Through Vocational Training and Entrepreneurship (EGFPE) project—co-funded by the French Development Agency (AFD)—proposed a budget reallocation to enable rapid rehabilitation efforts through its local network in project areas. These interventions included distributing sanitary and agricultural supplies while prioritizing support for the most vulnerable households. A key focus was restoring livelihoods, such as replacing lost livestock to help families recover their income sources.

Further assistance came through a collaboration between the French Embassy and the French-Vietnamese Chamber of Commerce and Industry (CCIFV), which secured additional funding from French partners (Nouvelle-Aquitaine Region, Grand Poitiers Urban Community, Artélia, and BPCE Group). This support bolstered community-led reconstruction efforts in the wake of Typhoon Yagi.

Thanks to these combined initiatives, Action Education Vietnam (AEA Vietnam) successfully carried out its emergency relief program (September 2024–March 2025) in Bac Ha district (Lao Cai) and Da Bac district (Hoa Binh).

The accompanying materials showcase this recovery journey: a video by the AEA team detailing post-typhoon rehabilitation and footage from the AFD’s recent field visit to Bac Ha district, Lao Cai province.
