Key Drivers Behind Haiphong’s Rise as Vietnam’s Leading Investment Hub
On Tuesday, July 15, Remi Nguyen, CCIFV’s Vice-Chairman in Hanoi, took part in the APEC Business Advisory Council (ABAC), a major investment promotion conference hosted in Haiphong.
This high-level event marked a key milestone, the first international gathering since the creation of the new Haiphong City, following the recent merger of Haiphong and Hai Duong provinces.
Under the theme “Hai Phong – Strategic Gateway to the New Era”, the conference spotlighted the city’s growing role as a regional economic hub. Haiphong awarded investment certificates for 32 projects and signed 7 MoUs, totaling over $15.6 billion in capital. President Luong Cuong emphasized that the event reflects Vietnam’s commitment to global integration, bold development goals, and an investor-friendly environment.

Why is Haiphong so attractive to foreign investors?
Located less than 2 hours away from Hanoi, Haiphong attracts foreign investors with its strategic position as northern Vietnam’s main seaport. The city additionally features direct access to global markets through its modern logistics infrastructure, including the deepwater port of Lach Huyen and key industrial zones. Haiphong also offers a business-friendly environment, with well-equipped industrial zones, FDI-friendly local policies, and active support from the authorities. In 2024, it welcomed more than $15.6 billion in foreign direct investment, affirming its driving role in Vietnam's industrialization and logistics.
What are the key sectors attracting foreign investment to Haiphong, and are neighboring provinces also benefiting?
The most attractive sectors for FDIs in Haiphong are electronics, logistics, manufacturing and, more recently, green technologies. Major international groups such as Kyocera and Pegatron have strengthened their presence in modern industrial zones such as DEEP C and VSIP. As a regional growth engine, Haiphong also drives development in neighboring provinces, notably Bac Ninh, renowned for its electronics-focused industrial zones, with major players such as Samsung, Canon and Foxconn. This proximity to a strategic seaport enables Bac Ninh to consolidate its export capacities, optimize its logistics chains and attract new foreign investment.
How does Resolution no. 226/2025/QH15, passed by the National Assembly, support Haiphong's growth strategy?
Adopted on June 27 this year by the National Assembly, Resolution no. 226/2025/QH15 grants Haiphong special mechanisms to accelerate its development. It strengthens the city's financial autonomy, simplifies approval of major port projects and authorizes the creation of an experimental free trade zone with tax incentives, streamlined procedures and reception facilities for investors. The resolution aims to make Haiphong a leading logistics, industrial and technological hub in northern Vietnam.
