Answer given by Ms Malmström on behalf of the Commission

Upon conclusion of the negotiations for a Free Trade Agreement (FTA) in December 2015, the President of the Commission, Jean-Claude Juncker, and the then Prime Minister of Vietnam, Nguyen Tan Dung, agreed to develop a joint indicative roadmap and a technical assistance package to ensure the effective and timely implementation of the FTA.

The roadmap aims, first, to provide a comparison between Vietnam's future FTA commitments and its current domestic legal and institutional framework, and, second, to support the reforms and adjustments by Vietnam necessary to ensure its compliance with its FTA commitments.

A first draft is about to be finalised by a team of independent experts financed under the EU's technical assistance programme EU — Vietnam Multilateral Trade Assistance Project (MUTRAP). The result of this exercise will then be presented to both parties for assessment and endorsement. Once the endorsement has been made, the roadmap will be made public.
